Community Development Program
The Community Services Block Grant (CSBG) is a federal, anti-poverty block grant which funds the operations of 23 Community Action Agencies across the state. This CSBG network coordinates and delivers programs and services to low-income Kentuckians in all 120 counties.
At the Blue Grass Community Action Agency, Community Development activities in Anderson, Boyle, Franklin,, Garrard, Jessamine, Lincoln, Mercer, Scott and Woodford counties are designed to work with eligible clients to alleviate their crisis situations. The Community Developers are responsible for providing direct service to residents of their county. Each county has different funding streams available to provide emergency services such as Winter Care, Emergency Food and Shelter Program (EFSP), United Way, Salvation Army, local donations, and City/County funds round out the assistance available to clients. The CSBG staff works closely with the other social service agencies within the county in an effort to meet the needs of residents and eliminate duplication of services.
The Low Income Home Energy Assistance Program (LIHEAP) begins in November and lasts until March 31st. The LIHEAP program provides energy assistance to low-income clients to assist with heating bills.
Blue Grass Community Action Partnership currently offers rental assistance through our Housing Program to help with housing needs for low-income Kentuckians.
Some counties in the service area have a Self-Sufficiency Program which focuses on families or individuals who show a sincere desire to become self-sufficent but lack the financial and emotional support to do so. The local staff works with the total family unit to establish priorities and goals necessary to achieve self-sufficiency. Case Management is provided by staff for any client who wants to participate. During case management meetings, the client designs a plan of action with incremental steps to achieve self-sufficiency.
