More and more people are finding that they have to return to or enter the work force.  In addition, the nation as a whole

is in the midst of a demographic revolution with the population living longer and having fewer children.  There is a decrease

in the labor force of "non-aged" persons.  With the Title V - Senior Community Service Employment Program (SCSEP) which was

established to foster and promote useful part-time employment opportunities in community service activities for low-income

persons who have poor employment prospects. Citizens are able to go back into the work force to allow interaction between

individuals and to foster individual economic self- sufficiency and to increase the number of persons who may enjoy the benefits

of unsubsidized employment in both the public and private sector.

Individual who are 55 years of age or older that meet the income guidelines and who live in permanent dwelling places in

the areas of the program are able to enroll.  Participants benefit from paid training at the established wage rate; help in obtaining unsubsidized employment; information on health and nutrition; advice as to social security benefits, Medicare benefits, and

retirement.  Contribute to the general welfare of the community; employment during normal business hours; and employment

20 hours per week at minimum wage.

The state as a whole benefits greatly from the contributions and expertise the older population can give their local communities.

Those that have no prior training and those who do can benefit greatly from the SCSEP.
