     The Community Development Program is located in each of our nine counties,  Through CSBG funds, the program provides services to link low-income families and individuals to available community resources by providing information and referral to clients about social programs and agencies maintaining waiting lists so resources can be developed to meet the client needs.

        The CSBG program uses Results Oriented Management and Accountability (ROMA) to use goals and objectives to measure the success of our clients.  We are required to have six broad goals: two goals focus on the family and the steps to help them become self-sufficient,  the next two more focus on goals that impact the community as clients become self-sufficient and the final two, measure the quality of Agency services provided to clients.

        The Low Income Home Energy Assistance Program (LIHEAP) runs through April and provides energy assistance  payments to low-income clients.  In addition, Winter Care, the (EFSP) Emergency Food and Shelter Program (formally FEMA), provides for emergency food, shelter and heating assistance.  United Way, Salvation Army, local donations, and City and County funds round out the assistance available to clients.

        The Self-Sufficiency Program focuses on families or individuals who show a sincere desire to become self-sufficient but lack the financial and emotional support to do so.  The local staff works with the total family unit to establish priorities and goals necessary to achieve self-sufficiency.

        Case management is provided by staff for all clients to ensure that a plan is developed by  the individuals utilizing all available services in the community.  

     Housing for people with AIDS, HOPWA has a program to assist Persons living with AIDS (PLWA’s).  The program will provide housing and supportive services to individuals/households living with HIV/AIDS in Anderson, Boyle, Franklin, Jessamine, Mercer, Scott and Woodford Counties.  Program staff will work with PLWA’s and their families who have lost or are about to lose their housing due to financial problems or otherwise unsuitable housing conditions.  PLWA’s are frequently medically indigent and find themselves in financially precarious/unstable housing situations as a result of their illness.
